Yes. Israeli citizens can generally buy privately owned property in Italy, subject to the applicable reciprocity rules and checks on the particular buyer and transaction. Buying does not itself grant residence rights or confirm the property’s legal condition. Before signing, establish who will buy, how funds will reach Italy, which documents are needed and what the offer commits you to.
| Your situation | Document or information to prepare | What could go wrong | Before the offer |
|---|---|---|---|
| You will buy as an Israeli citizen living abroad | Passport, residence details and proposed acquisition | Eligibility is assumed without checking the transaction | Confirm the buyer’s legal position |
| You cannot attend completion | Proposed power of attorney and signing arrangements | A document signed abroad is unsuitable for the Italian deed | Agree its form with the Italian notary first |
| Funds will come from Israel | Payer, account details and source-of-funds records | Missing records affect payment timing | Prepare the payment route before binding deadlines |
| You plan extended stays | Nationalities, residence status and intended visits | Ownership is confused with permission to remain | Assess immigration separately |
| A deposit is requested now | Complete offer and payment terms | You commit before essential questions are resolved | Review conditions, deadlines and repayment provisions |
Do Israeli buyers need Italian residence before purchasing?
Not generally for an ordinary purchase of privately owned residential property.
For non-EU buyers, Italy’s reciprocity framework remains relevant unless an applicable exemption or another legal basis removes the need for that assessment. The buyer’s circumstances and proposed acquisition should be confirmed with the professionals handling the transaction.
Do not import restrictions from another nationality guide. A limit applicable to a purchaser from another country is not automatically a limit on an Israeli purchaser.
Equally, the answer for an individual holiday-home purchase should not be extended automatically to an acquisition through a company, a particular land transaction or another legal structure.
Tell your adviser about every nationality held, your country of residence and the intended purchaser. An Israeli resident with another citizenship may have a different legal position from a person holding only Israeli citizenship.
Have recent developments changed the right to buy?
As of this page’s review on 13 October 2026, the sources checked did not identify a general Italian prohibition on property purchases by Israeli citizens.
Political statements, trade proposals and restrictions on designated individuals must be distinguished from the rules governing an ordinary residential acquisition.
The Italian proposal identified in the parliamentary records concerns imports and advertising of goods and services from Israeli settlements in occupied Palestinian territory. It is not a proposal prohibiting Israeli citizens from buying Italian homes.
Individual sanctions and compliance restrictions can nevertheless affect particular people, entities or payment arrangements. Those require transaction-specific assessment, not assumptions based solely on nationality.
If you have been told that a new measure prevents your purchase, ask for the actual legal provision and have its scope checked before acting on that statement.
How do you obtain an Italian tax code from Israel?
You will need a codice fiscale, the Italian tax identification number, for the purchase.
The Italian Embassy in Tel Aviv currently directs foreign non-residents who need it for a property acquisition to appoint a representative to submit the request to the Agenzia delle Entrate in Italy. Its consular route is reserved for specified circumstances.
Arrange this early. Personal details should correspond across the passport, tax-code record and transaction documents.
A tax code does not establish residence, grant permission to stay or resolve the tax treatment of the purchase.
If you also hold Italian citizenship, the applicable consular arrangements may differ. Tell the professionals involved rather than following a procedure intended for another status.
Can you complete the purchase while remaining in Israel?
A remote purchase may be organised through an appropriate procura, a power of attorney authorising a representative to perform specified acts.
The Italian notary should review the proposed form before it is executed abroad. Establish:
- Who will represent you.
- Which property and transaction are covered.
- Which documents the representative may sign.
- Whether authority includes amendments or payment-related decisions.
- The required execution, apostille and translation arrangements.
- How the original document will reach the relevant professional.
The Embassy states that its consular notarial functions are available to Italian citizens. A person holding only Israeli citizenship should not assume that this service is available to them.
For documents executed before an Israeli notary, arrange the formalities required for use in Italy and agree the translation requirements with the receiving Italian notary.
An apostille authenticates the relevant signature or official capacity. It does not establish that the representative has the appropriate powers for your purchase.

What should you prepare before transferring money from Israel?
Identify who is buying, who is paying and why.
The Italian notary and financial institutions have compliance responsibilities. The supporting records requested depend on the transaction, participants and funds involved.
Relevant material may explain savings, income, a property sale, inheritance, a family contribution or company funds. If several accounts or third-party contributors are involved, clarify the arrangement before payment deadlines are fixed.
Names and personal details should remain consistent across identity records, contracts and banking documents. Where Hebrew-language documents are relevant, establish which translations are required.
Also clarify:
- The account from which each payment will originate.
- The intended recipient and payment purpose.
- Supporting records required by the institutions involved.
- Any conversion from Israeli shekels to euros.
- Timing between instruction, receipt and availability.
- The contractual consequences of delay.
A request for additional information does not itself mean that Israeli buyers cannot purchase. Nor does a legitimate source of funds guarantee that a transfer will meet every deadline.
See Buying Property in Italy With Funds From Abroad.
Does property ownership allow you to stay indefinitely?
No. Ownership and immigration status are separate.
Israeli nationals using an eligible travel document are generally visa-exempt for short visits, subject to the applicable entry conditions and the limit of 90 days in any 180-day period across the Schengen area.
That is not 90 days in Italy followed by a fresh allowance elsewhere in Schengen. Different rules may apply where a person holds another citizenship, a qualifying residence document or another status.
If the purchase forms part of a move, retirement plan or extended stay, obtain separate immigration advice before relying on the home for that purpose.
EES and ETIAS are different systems
The Entry/Exit System, EES, is fully operational for travellers within its scope. It records short-stay border movements; it does not give property owners additional days.
At this page’s review date, the official EU website states that ETIAS is not yet operational and applications are not being collected.
When applicable, ETIAS will concern travel authorisation, not property ownership or residence permission. Check the current official requirements before arranging a signing visit.
What should the offer address before you pay?
A proposta d’acquisto, a purchase offer, may create obligations before the final deed. It should not be treated as a harmless reservation while documents and funding are organised.
The appropriate terms depend on what remains unresolved. They may need to address:
- The correct purchaser or purchasers and ownership shares.
- The property, land and accessories included.
- Documents the seller must provide.
- Defined legal and technical checks.
- Any financing condition actually needed.
- A workable timetable for documents, funds and representation.
- Seller obligations concerning identified issues.
- The required result and consequences if a condition is not met.
- The nature, custody, release and repayment of the initial payment.
A caparra confirmatoria, a contractual deposit with specific consequences on default, is not interchangeable with an acconto prezzo, an advance towards the price.
Read Caparra vs Deposit When Buying Property in Italy.
“Subject to documents” does not explain which documents, what they must establish or what happens at the deadline. Conditions must correspond to the actual requirements of the purchase.
If you have already signed, obtain advice on the existing commitments before withdrawing or withholding payment.
What must be checked about the property itself?
The general right to purchase does not establish that a particular home is suitable for your plans.
The review should follow the property and intended use. Relevant questions may include:
- Does the seller have authority to transfer the entire property?
- Are mortgages, registered rights or other burdens present?
- What supports the building’s existing layout and use?
- Are the garden, parking, terrace and annexes included as described?
- Who occupies the property, and when will it be delivered?
- Are intended renovations or rentals feasible?
- Which matters require a qualified technical professional?
Use What Documents Should You Ask for Before Buying Property in Italy? to prepare the seller’s file.
A notary’s work, a technical inspection and buyer-side legal advice have distinct functions. Their scope should be coordinated rather than assumed to be interchangeable.
Consider Israeli and Italian tax questions before choosing a structure
Tax consequences depend on residence, ownership structure, use, funding and later events.
Italy and Israel have a double-taxation convention. That does not make every receipt exempt or remove all reporting obligations.
Before buying personally, jointly or through an entity, ask qualified advisers to assess the position in both countries. Explain any intended rentals, family funding or planned change of residence.
Govoni Law does not provide tax advice. Within the agreed engagement, we can coordinate the transaction documents with the work of your tax advisers.
An illustrative purchase from Israel
An Israeli couple based in Tel Aviv finds an Italian house advertised with a separate guest annex. They intend to buy personally, use it for family visits and complete without another trip.
The draft offer requires a deposit and a fixed completion date. Their tax codes have not been obtained, the power of attorney has not been agreed with the Italian notary, and part of the price will come from a family contribution.
The review separates buyer preparation from property due diligence. Identification, representation and the payment route are organised. The seller is asked for the documents supporting the house and the annex’s advertised use.
Before signature, the offer is revised to reflect the outstanding checks, achievable deadlines and the agreed consequences for payments. The couple does not treat eligibility to buy as proof that the property and transaction are ready.
This example is hypothetical, not a client case.
Send these six items before making an offer
- The listing and full property address.
- The intended buyers’ nationalities and countries of residence.
- The complete draft offer and any documents already signed.
- Available property documents.
- A short explanation of funding, contributors and any mortgage requirement.
- The deadline, intended use and whether representation is needed.
Provide sensitive identity and financial records through an appropriate channel agreed with the professionals involved.
How Govoni Law helps Israeli buyers
For more than 16 years, our lawyers have assisted foreign property buyers throughout Italy. We act only on the buyer’s side.
Our agreed work can include review of the buyer’s legal position, title and property documents, contractual exposure, drafting and negotiation, and coordination with the notary and qualified technical professionals.
Substantive advice is documented in writing, in English. Hebrew-language advice or translation should not be assumed to be included; translation needs are addressed separately.
| Service | Appropriate role | Limit |
|---|---|---|
| Before You Sign Brief | Initial orientation on a listing, partial file, draft or payment request | Not a complete eligibility opinion or property investigation |
| Light Due Diligence | Substantive review of a genuinely defined legal area | Limited to the agreed scope |
| Full Legal Due Diligence | Wider property and transaction investigation | Does not replace technical surveys or tax advice |
We do not sell property, act as estate agents or property finders, arrange mortgages or currency exchange, provide tax advice, conduct technical surveys or obtain visas. We do not guarantee lending, regularisation or authorisation outcomes.
Frequently asked questions
Can Israeli citizens buy a holiday home in Italy?
Generally, yes, subject to the applicable reciprocity position and the particular transaction. Confirm the purchaser and acquisition before committing.
Must I obtain Italian residence before buying?
Not generally for an ordinary private residential purchase. The right to buy and permission to live in Italy are separate.
Is there a general ban on Israeli property buyers?
The sources checked for this page did not identify one. Individual restrictions and compliance issues must still be assessed where relevant.
Can I complete the purchase from Israel?
An appropriate power of attorney may allow representation at the final deed. Agree its wording and formalities with the Italian notary before execution.
Where should I obtain my Italian tax code?
The Embassy’s current guidance directs foreign non-resident property buyers to the Agenzia delle Entrate through a representative. Different procedures may apply in specified circumstances or to Italian citizens.
Can I rent the property after purchasing it?
Do not assume that ownership confirms the intended rental use. Property status, local requirements, condominium rules and tax treatment require separate assessment.
Do you assist Israeli buyers throughout Italy?
Yes. Govoni Law assists Israeli property buyers throughout Italy. Our recent assistance to Israeli buyers has involved properties on Lake Como and in Sicily, Puglia and Sardinia.
