SPID is Italy’s public digital identity system. It allows users to access a wide range of online public services and participating private services through one set of credentials. For a foreigner moving to Sardinia or another part of Italy, SPID can become useful soon after residence registration, particularly when dealing with municipal services, tax-related portals, social-security services and other digital procedures.
However, a codice fiscale alone is usually not enough for a foreign national to activate SPID. The practical difficulty is often the identity document accepted by the chosen provider. Foreign residents commonly need an Italian identity document, together with a codice fiscale, an email address and a mobile telephone number.
SPID is not a visa, a residence permit, an anagrafe registration or proof of tax residence. It is a digital access tool. The correct sequence is to establish your lawful position in Italy, organise the documents that apply to you and then activate SPID through an authorised identity provider.
Short answer
To get SPID in Italy as a foreigner, you will normally need a valid accepted identity document, an Italian codice fiscale or tax-code certificate, a personal email address and a mobile telephone number. You must then register with an authorised SPID identity provider and complete an identity-verification procedure.
A foreign national generally cannot use a residence permit alone as the document for SPID activation. In practice, foreign residents often obtain an Italian identity card after establishing residence with the relevant Comune, then use that document to complete SPID activation.
The available verification methods, accepted documents, cost and completion time depend on the identity provider selected. Check the provider’s current requirements before starting, particularly if you are newly resident, outside Italy or relying on a non-Italian passport.
What is SPID in Italy?
SPID stands for Sistema Pubblico di Identità Digitale. It is the Italian public digital identity system.
It gives a user a secure login that can be used across many online services provided by public bodies and participating private organisations. Instead of creating separate credentials for each service, a user can access many platforms through the same SPID account.
For a person moving to Sardinia, SPID may be useful for online interactions with public bodies, including services connected with local administration, tax matters, social security and other parts of daily life in Italy.
The exact services available will depend on the authority and the individual’s circumstances. SPID should be treated as an access method, not as a document that creates rights or determines legal status.
It does not replace the underlying documentation required for each procedure.
Can a foreigner get SPID in Italy?
Yes, foreign citizens can obtain SPID if they meet the relevant requirements and can complete identity verification through an authorised provider.
The process is often more straightforward for a foreign national who is already lawfully resident in Italy and holds an Italian identity card. A person who has only recently arrived, has not registered residence or has only a foreign passport may encounter more limited options.
A foreign citizen should not assume that possession of a permesso di soggiorno automatically allows SPID activation. A residence permit is relevant to a person’s immigration position, but it is not generally used on its own as the identity document for SPID activation.
For many non-EU residents, the practical route is to use the residence permit when dealing with the Comune to obtain an Italian identity card, where applicable, and then activate SPID using the accepted Italian document.
Your eligibility and available route may depend on nationality, immigration status, residence registration, the document you hold and the identity provider’s current procedures.
What documents do foreigners need for SPID?
The documents and information commonly required include:
- A valid accepted identity document.
- An Italian codice fiscale, tax-code card or certificate of attribution.
- A personal email address.
- A personal mobile telephone number.
- Access to the recognition method selected through the provider.
The official requirements should always be checked with the chosen provider before beginning the registration process. Providers may offer different routes and may not accept the same identity documents in every case.
For a foreign resident, the accepted identity document is often the point that requires the most planning. It may be an Italian identity card, Italian passport or Italian driving licence, depending on the provider and the individual’s position.
A foreign passport may be accepted by certain providers or under particular recognition procedures, but buyers and new residents should not rely on this without checking the provider’s current rules first.
Do you need a codice fiscale before getting SPID?
Yes, you will normally need an Italian codice fiscale or equivalent official proof of your tax code.
The codice fiscale is the Italian tax identification number used in dealings with public authorities and many private organisations. It is also commonly needed when buying a property, signing many contracts and organising practical aspects of life in Italy.
Foreigners can often obtain a codice fiscale before they become Italian residents. That can be useful when preparing to buy or rent a home in Sardinia.
However, obtaining a codice fiscale does not itself give you SPID, an Italian identity card, a right to stay in Italy or an anagrafe registration. It is one important element in a wider administrative and legal sequence.
If you are relocating to Sardinia, see Can You Register Residence in Sardinia if You Buy or Rent a Home? for the distinction between the right to stay, a real address, anagrafe registration and tax residence.
Do you need to be resident in Italy to get SPID?
The answer depends on the individual’s status and the activation route offered by the identity provider.
Italian citizens living abroad may have routes specifically designed for their circumstances. Foreign nationals, particularly those moving to Italy, will commonly find the process more practical after they have registered residence and can obtain an Italian identity document.
A non-resident foreign property owner should not assume that they can activate SPID simply because they own a house in Sardinia or have obtained an Italian codice fiscale. Ownership, digital identity, residence registration and immigration status are separate matters.
A buyer can own property in Italy without becoming an Italian resident. A person can have a codice fiscale without being tax resident. A person may have the right to stay in Italy without yet having completed anagrafe registration. SPID sits alongside these issues, but it does not replace any of them.

How do you activate SPID as a foreign resident?
The activation process generally follows a clear sequence.
First, choose an authorised identity provider. Each provider offers its own registration interface, recognition methods, languages, appointment availability, costs and document requirements.
Second, register through the provider’s platform. Enter your personal details exactly as they appear in your identity and tax-code documents. Inconsistencies in names, dates of birth or tax-code information can delay the process.
Third, choose and complete the identity-recognition method. Depending on the provider, this may be carried out in person, by video procedure, through an electronic identity document, by digital signature, through an eligible bank-transfer process or through another available verification route.
Fourth, create and secure your credentials. Use a personal email address and mobile number that you control. SPID credentials are personal and should not be shared with family members, agents, landlords, advisers or assistants.
Finally, test the credentials through an official or participating service once activation is confirmed.
The available route can change over time. Before choosing a provider, check whether it accepts your documents and whether its verification method is available from your current location.
Which SPID verification method is best for a foreigner?
There is no single best method for every foreigner. The right choice depends on the documents you already hold, whether you are physically in Italy, whether you are resident, your level of comfort with online verification and the provider’s current procedures.
In-person verification may be practical for a new resident already living in Sardinia, particularly where appointments or authorised verification points are available locally. It can also be preferable for people who want to avoid uncertainty about remote identity checks.
A video-recognition route may be convenient if the provider accepts your documents and the procedure is available in a language you can manage. Some remote methods may involve a charge.
Electronic identification methods may be efficient for people who already hold a compatible Italian identity document or other accepted credentials. They are less useful for a person who has not yet established the documentary basis needed to activate them.
Do not choose only on the basis of price. Check whether the provider accepts your identity document and whether the recognition method is realistically available to you.
Why does SPID matter when moving to Sardinia?
SPID can simplify access to online public services after you have established your life in Sardinia. It can reduce the need for repeated registration across different public platforms and help residents manage certain procedures remotely.
This can be particularly useful in an island context, where a person may live some distance from the offices responsible for a particular administrative matter. It can also be useful for owners who divide time between Sardinia and another country, although it does not change the requirements of the individual service being accessed.
SPID does not make a property purchase safer, prove that a home is legally compliant or replace independent legal review. It is an administrative tool that can support daily life after a move.
When a relocation project becomes a property purchase, the legal review should focus on the home, its documents, ownership, restrictions and the contract you are being asked to sign.
Example: A new resident buying a home near Alghero
A non-EU buyer rents a home near Alghero while planning to purchase a countryside property. The buyer has already obtained a codice fiscale and assumes that this will allow immediate access to every public platform needed for the move.
After arriving, the buyer learns that the preferred SPID provider requires an accepted identity document and a completed identity-verification process. The residence permit alone does not provide the simple activation route the buyer expected. The buyer first completes the relevant residence steps, obtains the necessary Italian identity documentation and then activates SPID through a provider whose verification method is available locally.
The delay is manageable, but it affects the timing of several administrative tasks. Planning the document sequence before the move would have reduced pressure during the first months in Sardinia.
What Govoni Law does and does not do
Govoni Law is an independent Italian law firm assisting foreign buyers with the legal aspects of purchasing property in Sardinia and elsewhere in Italy.
We help buyers review property documents, seller information and contractual commitments before they sign an offer, pay a deposit or transfer funds. We provide clear written legal advice in English so clients can decide whether to proceed, renegotiate, require conditions or walk away.
We do not activate SPID, obtain residence permits, register clients at the anagrafe, obtain Italian identity cards, open bank accounts or complete administrative procedures on behalf of clients. Those matters may require direct contact with the relevant authority, an authorised provider or another appropriately qualified professional.
When your relocation plan leads to a property decision, our role is to protect your legal position before commitment.
