Italian ID Card for Foreign Residents: Can You Get a Carta d’Identità in Sardinia?

Yes. A foreign national who is legally resident and registered with the anagrafe of a Comune in Sardinia can generally apply for an Italian identity card, known as a Carta d’Identità Elettronica or CIE.

The card is issued by the Comune. It is an Italian identification document for daily use within Italy and can support access to digital public services. For a foreign citizen, however, it does not replace a passport for international travel and it does not replace a residence permit for a non-EU national.

The practical order matters. First, establish the right to stay in Italy where required. Second, register your genuine residence with the relevant Comune. Third, apply for the Italian identity card. Buying or renting a home may provide an address, but neither step automatically gives you the right to obtain a CIE.

Short answer

Foreign residents in Sardinia can generally obtain a Carta d’Identità Elettronica after they have registered residence with the Comune where they genuinely live.

EU and non-EU citizens may both be eligible, although non-EU citizens will normally need a valid residence permit or other documentation accepted by the Comune. The card is issued as an Italian identification document and, for foreign citizens, is normally marked as not valid for travel abroad.

A CIE does not replace your passport. It does not create a right to live in Italy, and it is not a substitute for a permesso di soggiorno. It can, however, be a valuable practical document for a foreign resident who has established life in Sardinia.

What is a Carta d’Identità Elettronica?

The Carta d’Identità Elettronica, commonly called the CIE, is the modern electronic Italian identity card issued by a Comune.

It contains identity information and security features. It can be used to identify yourself in Italy and may allow access to certain digital public services through electronic authentication.

For Italian citizens, the identity card can also be valid for travel in certain circumstances. For foreign citizens resident in Italy, the position is different. Their CIE is generally issued for identification purposes in Italy and is not a travel document.

Keep your passport valid even after receiving an Italian identity card.

The CIE can make practical life easier after a move, but its purpose should be understood correctly. It is a document of identification, not a document that determines nationality, immigration status or tax residence.

Can an EU citizen get an Italian identity card in Sardinia?

Yes. An EU citizen who has established lawful residence in Italy and is registered with the relevant Comune may generally apply for a CIE.

An EU citizen moving to Sardinia may not need a residence permit in the same way as a non-EU national. However, a stay that becomes stable and exceeds the period permitted without formalities may require registration and supporting documentation under the rules that apply to EU citizens.

Once the individual has completed the relevant residence registration, the Comune may issue an Italian identity card.

The documentation can vary depending on the Comune and the person’s circumstances. It is sensible to check the local requirements before booking an appointment, particularly where the applicant has recently arrived, is self-employed, retired, supported by family members or has a complex cross-border position.

Can a non-EU citizen get a Carta d’Identità in Sardinia?

Yes, a non-EU citizen may generally apply for an Italian identity card after becoming legally resident and registering with the anagrafe in the Comune where they live.

In addition to the usual identity and residence documents, a non-EU applicant will commonly need a valid permesso di soggiorno or other evidence of lawful residence accepted by the Comune.

The card does not replace the residence permit. A permesso di soggiorno concerns the non-EU citizen’s immigration status and lawful stay in Italy. The CIE is issued by the Comune as a local identity document after the person has established registered residence.

This distinction is particularly important for foreign property buyers. A person can buy a home in Sardinia without holding an Italian residence permit. That person may own the property, obtain a codice fiscale and complete a deed, yet still not be eligible for a CIE until the residence and immigration requirements have been met.

Do you need residence registration before applying?

In most cases, yes. The main practical prerequisite is registration with the anagrafe of the Comune where you actually live.

The Comune needs a genuine residential address. That address may be a property you own, a home you rent or another legitimate accommodation arrangement. However, the address should reflect where you have established your habitual home, not simply where you hold title to a holiday property.

The fact that you have bought a villa, apartment or rural house in Sardinia does not automatically mean that you are an Italian resident. The same is true of a rental agreement. Ownership or tenancy can support the address requirement, but residence registration depends on the wider factual and legal position.

What documents may be needed for a foreign resident?

The exact list depends on the Comune, the applicant’s nationality and their individual situation. A foreign resident will commonly need to present identity documents, proof of residence registration, a codice fiscale and a recent photograph compliant with the required format.

A non-EU citizen will typically also need to show a valid residence permit or evidence that the relevant residence procedure is in progress and accepted by the Comune.

The applicant usually needs to attend in person because the issue of the electronic card involves identity checks and biometric elements. An appointment may be necessary, and some Comuni use the national CIE booking system or their own local arrangements.

The card is generally produced centrally and delivered after the application. Timing can vary, so new residents should avoid assuming that it will be available immediately after their anagrafe registration.

Check the current documents and booking procedure directly with the Comune where you are registered before attending.

Is the Italian identity card valid for travel abroad?

For a foreign citizen, the answer is generally no.

A Carta d’Identità issued to a foreign resident is commonly marked “non valida per l’espatrio”, meaning that it is not valid for travel abroad. You should continue to use your passport for international travel and retain any visa, residence permit or other immigration documentation required for re-entry into Italy.

This is an important distinction for families moving to Sardinia. A CIE may be convenient for everyday identification in Italy, but it should never be treated as an alternative to a valid passport.

The rules and travel-document requirements can depend on nationality and destination. Always check the requirements of the country you plan to visit before travelling.

What is the difference between a passport, a residence permit and a CIE?

These documents serve different purposes.

DocumentMain purposeDoes it give a right to stay in Italy? Can a foreigner use it for international travel?
PassportProves nationality and identity for international travelNo, by itself it does not establish a long-term right to stayYes, subject to visa and destination requirements
Residence permitEvidence of a non-EU citizen’s immigration status in ItalyYes, where valid and applicableIt may support lawful re-entry with a passport, but it is not a substitute for the passport
Carta d’Identità ElettronicaIdentification document issued by the ComuneNoGenerally no for foreign residents

An EU citizen and a non-EU citizen may have different immigration documents and different routes to registration. The CIE comes later in the process. It identifies the foreign resident in Italy, but it does not create the underlying right to stay.

Can a CIE help you get SPID?

It can. A CIE may provide one of the practical identity documents that makes it easier for a foreign resident to activate SPID, Italy’s public digital identity system.

SPID and the CIE are distinct systems. SPID is a set of digital credentials provided through an authorised identity provider. The CIE is a physical electronic identity card issued by the Comune.

A foreign resident may use the CIE to access certain services electronically where the relevant platform allows this. The CIE may also help the resident satisfy the document requirements of an SPID provider, depending on the provider and activation route chosen.

Does buying or renting a home in Sardinia help?

Buying or renting can be an important practical part of establishing residence because it may provide the address at which you live. However, it should not be confused with a direct entitlement to a CIE.

A buyer may own property in Sardinia while remaining resident abroad. A tenant may hold a rental contract while still being in Italy only temporarily. In both cases, the person may not yet meet the requirements for registration with the anagrafe.

For a foreigner planning to make Sardinia a real home, the property should be selected with both daily life and legal suitability in mind. This is particularly relevant for rural properties, homes with annexes or guest accommodation, and coastal properties subject to specific restrictions.

Before you sign an offer or pay a deposit for a relocation home, review the legal position of the property and the commitments you are being asked to accept. Moving to Sardinia: The First 10 Things to Do Before You Buy or Rent a Home explains the broader sequence.

Example: A buyer moving to Gallura

A Canadian buyer purchases an apartment in Gallura for seasonal use and expects to move permanently to Sardinia after retirement. After the deed is signed, the buyer assumes that the property title and codice fiscale are enough to obtain an Italian identity card immediately.

The buyer later learns that the CIE requires registered residence with the Comune, while the planned long-term move requires the appropriate immigration position. The apartment can form part of the residence plan, but it does not replace the separate steps needed to establish lawful stay and anagrafe registration.

By treating ownership, immigration status, residence registration and the identity card as separate stages, the buyer can organise the move in the correct order.

What Govoni Law does and does not do

Govoni Law is an independent Italian law firm assisting foreign buyers with the legal protection of property purchases in Sardinia and elsewhere in Italy.

We help buyers examine the property, seller documentation and contractual terms before they sign an offer, pay a deposit or transfer funds. We provide clear written legal advice in English to help clients decide whether to proceed, renegotiate, impose conditions or walk away.

We do not obtain Italian identity cards, residence permits, visas, anagrafe registration, SPID credentials, healthcare registration or other personal administrative documents on behalf of clients. Those procedures may require direct contact with the Comune, the competent authority or an authorised provider.

When your move to Sardinia involves a property purchase, our role is to protect your legal position in the transaction.
